as well as:

Interesting. I tried following some of their links. The video described a kind of interactive website. When I followed the links I only saw static pages.

Indeed, the website (CreateVillage.net) is not quite a finished product but I think the video presents well, in theory at least, how (local) accretive self-organizing could work.
